9X to launch Punjabi music channel Tashan on 31 August

The Sikhs have been fighting for amendments in the Anand Karaj (Marriage) Act, 1909, passed by Viceroy and Governor-General on October 22, 1909. The Act reads: “This Act would be extended to the whole of British India.” While introducing the Anand Marriage Act, the British Government had made it clear that it was being introduced to remove doubts as to the validity of the marriage ceremony of the Sikhs called “Anand”. Post-Independence, the Anand Marriage Act, 1909, was extended to the new provinces and states merged under the the Merged States (Laws) Act, 1949, and to the Union Territories in 1950 and Manipur and Tripura in 1956. The Act was brought into force in Meghalaya on January 21, 1972. However, Sikh marriages are not registered under it till date. The Sikh marriages performed under Sikh rites are registered either under the Hindu Marriage Act or the Special Marriage Act.
Anand Marriage Act, 1909
The Act’s salient features are:
All marriages which may be or may have been duly solemnised according to the Sikh marriage ceremony called “Anand” shall be deemed to have been with effect from the date of the solemnisation of each respectively, good and valid in law; nothing in this Act shall apply to: (a) any marriage between persons not professing the Sikh religion, or (b) any marriage which has been judicially declared null and void
Nothing in this Act shall affect the validity of any marriage duly solemnised according to any other marriage ceremony customary among the Sikhs.
Nothing in this Act shall be deemed to validate any marriage between persons related to each other in any degree of consanguinity or affinity which would, according to the customary law of the Sikhs, render a marriage between them illegal.
HINDU MARRIAGE ACT, 1955
The Hindu Marriage Act, 1955, extends to the whole of India, except Jammu and Kashmir, and applies also to Hindus domiciled in the territories to which this Act extends who are outside the said territories. This Act applies to:
Any person who is a Hindu by religion in any of its forms, including a Virashaiva, a Lingayat or a follower of the Brahmo, Prarthana or Arya Samaj
Any person who is a Buddhist, Jain or Sikh by religion; Any other person domiciled in the territories to which this Act extends who is not a Muslim, Christian, Parsi or Jew by religion, unless it is proved that any such person would not have been governed by the Hindu law or by any custom or usage as part of that law in respect of any of the matters dealt with herein if this Act had not been passed. The Act also states that the expression “Hindu” in any portion of this Act shall be construed to include a person who, though not a Hindu by religion, is, nevertheless, a person to whom this Act applies by virtue of the provisions contained in this section. As a result, the Anand Marriage Act 1909, which was the only piece of legislation applicable exclusively to Sikhs, has become redundant.
DIFFERENT CUSTOMS
So far, there is no provision for the registration of a marriage under the Anand Marriage Act, despite the fact that it has been on the statute books since 1909. As such, the Sikhs have to get their marriages registered either under the Hindu Marriage Act or the Special Marriage Act. This is the reason why Sikhs have had reservations on getting their marriages registered under the Hindu Marriage Act. Though the invitation card had mentioned the Maulana Abul Kalam Award (MAKA) Trophy as well, it was not presented this year, though no reason was given for not awarding the trophy to the university with best sporting achievements.
A source said the MAKA Trophy was withheld due to the fight between Punjabi University, Patiala and Guru Nanak Dev University, Amritsar, and consequently the Association of Indian Universities (AIU) did not go through the process of selecting the best university. Compared to other years, the award function was rather subdued.
Barring Sports Minister Ajay Maken and Railway Minister Dinesh Trivedi, no other union minister was present. There were also four absentees among the Arjuna Award winners — cricketer Zaheer Khan, tennis star Somdev Devvarman, discus thrower Vikas Gowda and gymnast Ashish Kumar.

Ragging is supposed to have its origin in certain European universities, where seniors played practical jokes at the time of welcoming freshers to institutions. Gradually, it became popular throughout the world. However, with time, it has assumed obnoxious and harmful connotations and needs to be severely condemned. Today, almost all countries of the world have enacted stern laws that ban ragging and it has been completely eradicated in countries such as Canada and Japan. But sadly, India, which inherited ragging as a legacy from the British Raj, has not been able to free itself from the clutches of this inhuman practise which is believed to be a major factor that often leads to campus violence and suicides in educational institutions. India and Sri Lanka are the only two countries in the world where ragging exists in the most condemnable form.
Ragging is not merely a socio-legal problem, it has a certain psychological basis that nurtures a sense of authority in an individual, which boosts his morale and puts him on a high by having the freshmen always at his command. Senior students believe that since they were ragged, they have the right to rag their juniors. It also gives them an opportunity to satiate their sadistic pleasures at the cost of a poor freshmen’s imagination. But not always all seniors who commit ragging enjoy doing it at their will. Seeing most of their batchmates indulging in ragging, they fear being left out and to avoid isolation, they too join the herd. Many senior students live under the misconception that ragging makes a style statement and thus will put them in the “influential crowd” of their college.
Let us examine some shocking forms of ragging. Some of the most popular forms prevalent in institutions are prescription of weird dress code which may make the freshmen feel awkward and uncomfortable as it often brings them unnecessary attention from everybody. Formal introduction as asking the freshmen to introduce themselves in pure local language. Verbal torture involves indulging in loose talks. The freshers may be asked to sing the lyrics of any vulgar song or use abusive language while talking to the seniors. Severest form of ragging that takes place in colleges is sexual abuse and the freshers are forced to try drugs thereby driving them into addiction.
In many cases, the freshers have been asked to strip before the seniors. They may be asked to enact scenes from a particular movie or mimic a particular film star, doing silly scenes, proposing to someone from the opposite sex, etc. Students who stay in hostels are most vulnerable to ragging. They may be asked to do all odd acts from cleaning the room of seniors to washing their clothes. This leads to loss of individuality and break the self-esteem of a newcomer. The fear engenders feelings of bitterness and revengefulness, which is often taken out on juniors next year.
Centre drops proposal for separate Sikh Marriage Act
The government has decided to drop the proposal for a separate law covering marriages solemnised within the Sikh community. Dealing a major blow to the aspirations of Sikhs, who have long been fighting for amendments to the existing Anand Karaj (Marriage) Act of 1909 to convert it into a comprehensive legislation governing Sikh marriages, the Ministry of Law and Justice today said there was no justification for a separate law and it had decided to abandon the proposal for any such amendment.
The ruling Shiromani Akali Dal (SAD) in Punjab has been on the forefront of the demand for changes in the Anand Karaj Act and the party’s core committee on political affairs had last year called upon the Centre for expeditious enactment of the Anand Marriage Act for Sikhs along the lines of similar acts for other religions (covering Muslims, Christians, Parsis and Jews).
Speaking to The Tribune today, Sukhdev Singh Dhindsa, leader of the Akali Dal in the Rajya Sabha, said he was given to understand by former Law Minister Veerappa Moily that a draft Bill for Sikh Marriage Act was ready and would be sent for the Cabinet approval soon before being placed in the Parliament.
“I am surprised at today’s decision of the government. We will take up the matter with the Prime Minister again,” Dhindsa said.
It was on Dhindsa’s query about the status of the said law that Law Minister Salman Khursheed today informed the Parliament that after receiving several representations for amendment to the Anand Marriage Act, 1909 to provide for compulsory registration of Sikh marriages, the government had decided to drop the proposal.

Davinder Singh Toor’s moment of revelation came back in 1999 when he was apprenticed as a tour guide to the Victoria and Albert Museum exhibition in London called, ‘The Arts of the Sikh Kingdoms’.
“For me it was a revelation”, says Davinder, a 33-year-old London-based optometrist. “It suddenly became real. I was brought up reading stories about the Gurus and things like this, but there was always something mythical about it and because of the myth there was a bit of a disconnect. This was different. Now I had the artefacts that proved the existence of these people to me.”
The son of a Ludhiana-born engineer who emigrated to the UK in 1962, Davinder soon discovered he had a passion for finding out more about his heritage. His father was a clean shaven Sikh, but Davinder started wearing a turban at the age of 14. By the time he was a second year student at the University of Aston in Birmingham, he was an avid collector of Sikh memorabilia.
Today he is part of a group of UK-based Sikhs who have come together under the aegis of the UK Punjab Heritage Association to promote a stunning exhibition about the Golden Temple in Amritsar.
They include author/historian Parmjit Singh, public relations expert Harbaksh Singh Grewal and exhibition designer Juga Singh. Judging from the comments in the visitors’ book, the exhibition so far has been an unqualified success and is a tribute to the group’s dedication and perseverance.
Polite and attentive, members of the group emphasise the inclusiveness of their faith and how it drew followers from all religions, whether Hindus, Muslims or Sikhs.

The strike of MBBS intern doctors; students of Guru Gobind Singh Medical College, Faridkot today entered in the 8th day as they held a protest-march against the security arrangements in the college and university premises.

GURDWARA ELECTION COMMISSION DIRECTS DCS TO ENSURE BAN ON LIQUOR, INTOXICANTS
The Gurdwara Election Commission today issued fresh directions to the Commissioners, Deputy Commissioners of the all three states Punjab, Haryana and Himachal Pradesh and Union Territory Chandigarh to ensure ban on sale of liquor, intoxicants few days before SGPC elections to conduct them in free and fair and in a peaceful manner. It may be added that elections of Shiromani Gurdwara Parbandhak Committee are to be held on September 18, 2011.
In a statement issued here Chief Commissioner, Gurdwara Elections Commissioners and Deputy Commissioners should ensure that the parties or their supporters would not distribute liquor, intoxicants and drugs including poppy husk, opium, heroine etc. to the voters for alluring the voters for a particular candidate. It was also stated that necessary steps should also be taken to ensure that there is no clandestine movement of liquor/intoxicants from the area adjoining in other states of the Shiromani Gurdwara Parbandhak Committee.

The high-profile Guru Gobind Singh Refinery (GGSR) here is inching towards formal commissioning with test processing of crude oil beginning today.
This is a major component of the refinery that has been put to test.
A top functionary of the refinery said several tests of the plant and equipment were underway to stabilise the nine million tonne refinery.
After initial hiccups, crude oil reached the refinery on August 10 through the 1014-km-long pipeline between the Mundra port in Gujarat and here.
Senior officials of the railways visited the refinery last week to assess the rail linkage with the GGSR that would produce value-added products, including aviation turbine fuel (ATF), coke, food grade hexane, mineral turpentine oil and polypropylene besides LPG, petrol and diesel.

Punjab Congress president Capt. Amarinder Singh said his party would continue to agitate in support of the farmers of Mansa, and would march to Gobindpura on September 2. The coming SGPC elections would not be a referendum on the performance of the Akalis, he said; that would be in February 2012.
At a joint press conference, Amarinder, along with Congress in-charge Gulchain Singh Charak and legislative party leader Rajinder Kaur Bhattal, said the SAD-led government had betrayed the people on land acquisition. The “only solution”, Amarinder said, would be for the government to give compensation of Rs 50 lakh per acre to the farmers, jobs to two members of the family, and a Rs 45,000 per year annuity for 33 years.
Punjab, Amarinder said, must go by the Haryana Land Acquisition Policy until the National Land Acquisition Policy is in place. “The government gave only Rs 23 lakh per acre, and armtwisted farmers to accept the deal. “On September 2, we will go to Gobindpura, and face arrest if needed. From that day onward, 100 volunteers from all over the state will march to the village every day,” Amarinder said.

The techno-savvy Punjab Police has relegated to the trash can the system of compiling hard copies of reports gathered from its “agents” in different towns and areas and has logged on to the new programme. However, this move can land the government in trouble with the Election Commission. Under the rules, the police cannot work in tandem with its political bosses for furthering its interests in the elections by providing them with intelligence inputs.
At the most, the intelligence wing of the police can maintain a vigil to pre-empt violence or booth-capturing during the elections. Available information suggests that the Punjab Police has established an “election cell” on the fifth floor of the police headquarters in Sector 9. It is believed that another cell, manned by three senior Punjab Police officers, has been functioning from the same floor for keeping telephones of political opponents and their supporters under surveillance.
